The November 2026 BTO launch: what HDB has said so far

HDB has said it will launch about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun in November 2026. HDB had not announced an exact date when we last checked, on 9 Oct 2026. We update this page when it does.

What HDB has announced

What HDB shares before the sales exercise, and when

HDB releases information about the projects in a BTO exercise one launch ahead. Details such as flat types, number of units and a town map appear on the HDB Flat Portal. Prices, and whether each project is classed Standard, Plus or Prime, are published during the sales exercise itself.

The flat types HDB offers in a BTO exercise are Community Care Apartments, 2-room Flexi, 3-room, 4-room, 5-room and 3Gen flats, where available. HDB has said Community Care Apartments will be in Toa Payoh, and has not yet said which of the other flat types will be on offer in each of the six towns.

The steps and timings, as HDB states them

This table follows HDB's own description of how a sales exercise runs. The dates of the November exercise itself are not announced yet, so the timings are lengths of time, not calendar dates.

Step by step
StepWhat HDB says
Eligibility letter (HFE)A buyer needs a valid HFE letter to apply for a new flat. The letter is valid for 9 months from the date it is issued. HDB says it processes an application within a month of receiving the full set of documents.
Timing around the exerciseHDB says processing can take longer before and during the month of a sales exercise because of high application volumes. It also says the online service for applying for an HFE letter is suspended during the application period of a sales exercise.
ApplyingDuring the application period, buyers with a valid letter apply online through the HDB Flat Portal. Each applicant pays a non-refundable administrative fee of S$10, by credit card or by scanning a QR code in a supported payment app.
One applicationAn applicant can submit only one application, for one town and one flat type, in a sales exercise.
Ballot resultsAfter the application period closes, HDB puts every eligible application through a computerised ballot, which sets the queue order for booking. Applicants get an email within 2 months of the close, asking them to log in to the HDB Flat Portal for the result. The wait differs from one exercise to the next.
BookingThe booking exercise starts from 4 weeks after the results are released and takes several months. Applicants are invited by queue position, about 2 weeks before their appointment. An option fee is paid when a flat is booked and counts toward the downpayment: S$2,000 for a 4-room or bigger, S$1,000 for a 3-room and S$500 for a 2-room Flexi.
Agreement for LeaseFor a flat that is still being built, buyers are invited to sign the Agreement for Lease within 9 months after booking.

Who can apply

An applicant must be at least 21 years old. For subsidies, HDB looks at the core family nucleus: a household has to be an applicant with a spouse and children, an applicant with parents and siblings, or, for widowed or divorced applicants, an applicant with children in their legal custody, care and control.

For a new flat, HDB sets a ceiling on monthly household income: S$8,000 for a 2-room Flexi flat, S$16,000 or S$8,000 for a 3-room flat depending on the project, and S$16,000 for 4-room and 5-room flats. The ceiling is S$24,000 for an extended or multi-generation family, with conditions. Buyers of a new flat must be Singapore Citizens and include at least one other Singapore Citizen or Permanent Resident.

Since the October 2024 exercise, eligible singles can buy a new 2-room Flexi flat, whether Standard, Plus or Prime.

Who is eligible and which grants apply

How the ballot works, and what ballot chances mean

HDB gives each application a number of ballot chances by household type: 3 for first-timer parents and married couples, 2 for other first-timer families and couples, 1 for second-timer families, 1 for seniors and 1 for first-timer singles. Applicants may also qualify for priority schemes that raise their chances of getting a flat.

From the February 2027 exercise, first-timer families with or expecting children receive 1 extra ballot chance for each Singapore Citizen child aged 18 or below. That change does not apply to the November 2026 exercise.

A ballot chance is not the same as the odds of success. How many people apply for each town and flat type is known only after the application period closes, so no one can give real odds before then, and we do not.

The six towns today: resale prices

These are resale prices for flats that already stand in each town, taken from HDB's resale records for the 12 months to September 2026. They are not the prices of the new flats, which HDB posts during the sales exercise, and they say nothing about what a new flat in the town will cost. A median needs at least 5 resales behind it; a town with fewer shows no figure. A town whose first flats are recent can show few or no resales.

What HDB's rules say you will need

HDB processes an application using the HFE letter submitted with it and does not look at any other letter, earlier or later. A letter that has expired by the time of the purchase does not stop the purchase from going ahead. The letter is applied for online only, through the HDB Flat Portal with Singpass, and the application is free.

For the application itself, HDB asks for the S$10 administrative fee by card or QR code. At booking, an option fee is paid for the flat chosen.

On timing, the two statements to read together are that a letter can take up to a month to process after the full documents arrive, and that the letter service is closed during the application period. Whether a household's dates fit is for the household to check with HDB.

Standard, Plus and Prime, and what applies after you buy

From the October 2024 exercise, new BTO projects are classed as Standard, Plus or Prime. The minimum occupation period is 5 years for Standard flats and 10 years for Plus and Prime flats.

A flat may be resold after the minimum occupation period. Plus and Prime flats carry tighter resale and rental conditions, and when one is sold a share of the subsidy has to be returned to HDB. Standard flats do not have that return.
